Who May Qualify in Puerto Rico

The same federal Lifeline rules apply in Puerto Rico as everywhere else. You only need to qualify through one of two routes.

Income-Based Eligibility

Households with income at or below 135% of the federal poverty guidelines for their size may qualify.

Program-Based Eligibility

Participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans Pension, or a qualifying Tribal program.
